SUBJECT:    Suspension of Limitations Under the Jerusalem Embassy Act

Pursuant to the authority vested in me as President by the Constitution and the laws of the United States, including section 7(a) of the Jerusalem Embassy Act of 1995 (Public Law 104-45) (the “Act”), I hereby determine that it is necessary, in order to protect the national security interests of the United States, to suspend for a period of 6 months the limitations set forth in sections 3(b) and 7(b) of the Act.

You are hereby authorized and directed to transmit this determination to the Congress, accompanied by a report in accordance with section 7(a) of the Act, and to publish the determination in the Federal Register.

This suspension shall take effect after transmission of this determination and report to the Congress.

A striking difference between Obama’s waiver notifications and those of President Bush is that in Bush’s case, he inserted into the legal jargon a sentence stating, “My Administration remains committed to beginning the process of moving our embassy to Jerusalem.” The phrase appeared in all 16 Bush waiver notifications.

Clinton did not include those or similar words in his notices, and after Obama took office, he dropped Bush’s wording. (Compare a Bush notice with ones released by Obama and Clinton.)

Obama has now issued five waiver notifications, with four of the five released on Fridays. (The exception was on June 2, 2010, a Wednesday.)

Of the 16 times Bush invoked the waiver during his two terms, four were released on Fridays (Dec. 14, 2001, Jun. 14, 2002, Jun. 13, 2003 and Jun.1, 2007). Most were typically released on Tuesdays or Wednesdays.

Clinton invoked the waiver four times between June 1999 and December 2000 – twice on a Friday and once each on a Monday and Thursday.

Obama’s latest announcement was welcomed by Palestinian Authority spokesman Nabil Abu Rudeineh. The official P.A. news agency, Wafa, said he called it “encouraging and … consistent with President Obama’s vision of a Palestinian state on the 1967 borders.”

Obama’s stance was proof that neither the U.S. nor the world recognizes Jerusalem as Israel’s capital, Rudeineh told the agency.

“The world has made it clear that East Jerusalem has been occupied since 1967 and that it is the capital of the State of  Palestine in the framework of the two-state solution.”

  1. This is not a surprise. Especially after Obama said numerous times that Jerusalem is not to be divided and will remain Israel’s capital (you can find videos of him saying this on youtube).
    The United States is no longer Israel’s ally. In fact, I can not think of a single nation that is an ally of Israel.
    I just pray that the Lord’s Judgment of this once-great nation does not come down on my head (tornado, earthquake, wild fire, etc).


  2. This sounds scary, but it is not a big deal. It is not an Obama initiative. It is just a continuing resolution that gets renewed every 6 months. Bush signed the same kind of papers during his term in office.


  3. I am trying hard to decipher this….the language is difficult to follow. It sounds as if there is truth in all the comments, it appears this has been done every six months, however, Obama may have left out a key phrase used by other administrations.

    This website has attempted to explain The Jerusalem Embassy Act….

    Just an FYI…by the way, I don’t like the crucifix on that guy’s wall, it really bugs me, He is risen!!

    Adamantine, Mr Baldy, Scott, what do you guys make of this. In the link posted by sewfancy it does state that it is a six month thing, that Obama left out key phrases and that the PA sees it as Obama’s way of telling them that Jerusalem belongs to Palestine. We do know that Obama is not a friend of Israel. What to make of this?



  5. not surprising that there is a shift regarding jerusalem. obama is backing away from israel in steps-some have been huge others smaller-but consistent. follow the money! he has made his intentions known to the muslim world that he sides with them and you can tell they are happy for it and emboldened too. what is said behind closed doors will continued to leak out and gain more public momentum in the next few short months as i believe the whole world is ready to wholesale leave israel-their whipping boy-hanging in the balance.

    Looks like it is a six monthly thing, but the wording was changed by Obama. Wish I could just post over there that the big news in this is that the following words were left out by Obama:

    “My Administration remains committed to beginning the process of moving our embassy to Jerusalem.”

    By leaving out these words he basically states that he is turning his back on an Israeli Jerusalem and sees it as a Palestine capital.


  7. as we see prophecy being fulfilled before our eyes each day now. Thanks be to the Father of our Lord Jesus Christ that we know how all this ends. No matter what happens in the meantime, we LIVE. Come Lord Jesus


  8. Obama changed the wording that Bush used, but Bush had added the wording after the Clinton era. I am not sure if it’s an actual change in policy or just a preference in wording between Republicans and Democrats. I’m not even sure that America has actually signed a law that specifies that we approve of Jerusalem as the capital. The Jerusalem Embassy Act was enacted by congress but not signed by President Clinton in 1995. The US did not stand up for Israel when the United Nations declared the basic law of Israel null and void, and further tries to get the US to confirm the status of Jerusalem have failed. according to this article, we only recognize it as the de facto capital. That leaves its final status up in the air.


  9. It is stating that, unlike President Bush, Obama is not committed to moving the embassy there, and thus, recognizing Jerusalem as Israel’s capital. It is a move away from supporting Israel, America’s traditional ally, and only truly free country in the Middle East, and toward supporting the violent, human rights violating enemy nations of Israel, by whom she is surrounded. Every time something like this is done, it emboldens her enemies to take some kind of violent action against Israel. Bush stated emphatically in his waivers that, “My Administration remains committed to beginning the process of moving our embassy to Jerusalem”. This shows the kind of commitment one ally should have toward another. Obama is just openly showing his allegiances. He is fooling far too many naive people around the country and the world with his sleight of mouth doublespeak.
