The Ten horns as the Ten Nations of the WEU–A review

The existence of a ten nation grouping in Europe which would be the ultimate base for the rise of the AC appeared first as though the ten members of the common market might fulfill such a scenario back in 1980. Instead the number of members of the common market quickly grew beyond the ten and prophecy watchers were dismayed.

Next we have the rise of the ten nation WEU as a military core which arose in 1995 and we are watching to see if that might provide the base for the rise of the AC.

These slides are a review of that history.

The Biblical basis for the ten kings and the same ten rulers as the ten horns derives from the book of Revelation and the Book of Daniel.

The ten horns are also the ten kings which are also represented by the ten toes in the Statue in the dream recorded by Daniel in the book of Daniel.

The AC would arise as a leader of these ten kings,horns, toes and somehow have worldwide influence.

The Bible is very clear that the leader of the ten horns,kings , toes must arise after the ten are in place.

Many have not attended to this fact that the ten must exist before the rise of the little horn that arises after them.

There does exist a separate but intensely linked ten nation core of Europe known as the Western European Union which in many ways was the precursor to the European Union itself. Here in 2009 one of the leaders of the European Union speaking to the Western European Union states that very fact.

This slide from Wikipedia shows that the Western European Union was founded in 1948 before the founding of the European Union and it was linked to the EU in 1999.

The Western European Union grew until it was ten nations in 1995. It is a mutual defense treaty which requires each nation to come to the defense of the others in situations of war.

It was Javier Solana among others who desired to see the Western European Union become the core of the EU for military affairs.

This article was written in 1995 prior to the inclusion of the WEU into the EU in 1999.

The Western European Union has associate members as well but only the ten core members vote and pay dues and are beholden to the military treaty of assistance in war. The red nations are the ten nations. These ten nations all are members of the EU and reside in territories that at different times in the history of the Roman Empire were part of the empire.

Javier Solana was chosen in 1999 to become the first leader of the ten nation WEU after it had become ten members.It could be said that he arose after the ten were in place.

In January 2002 as recorded by Javier Solana it was determined that the WEU would remain at ten members.

During the ten years that Javier Solana was serving as Secretary general of the WEU he also served as Secretary general of the EU and its High Representative representing Europe to the world. he became head of the European Defense Institute and brought the Galileo Space program under the control of the EU military. During this time the crisis management powers of the WEU (War Powers essentially) were brought into the EU by recommendation 666 of the WEU. The Lisbon Treaty put together in June 2007 was celebrated at the Bastille day parade of 2007 with all of the militaries of the EU marching together for the  first time. At this time it became a reasonable theory to ponder about a ten nation core group of nations residing at the center of EU power. Could it be biblical prophecy in fulfillment? Javier Solana was also a suspicious character because he was not only the military chief of Europe but its prime diplomat and peacemaker. He was involved in peace negotiations with Israel from the earliest days of the EU and he actually was central to the signing of a seven year Instrument between Israel and the EU and 800 million other people and 40 plus nations which strengthened an earlier agreement of 1995. This seven year instrument runs from January 1, 2007 until December 31, 2013. Events looked very suspicious. Then all quickly began to change. In Jul 2009 Javier Solana “retired” form his positions in the EU and WEU Interestingly his leadership of the WEU was never finalized an it has only an “acting Secretary General”

In a surprise announcement in March of 2010 the WEU was planned to be dissolved by July 2011. Its powers were subsumed by the EU under the Lisbon Treaty which came into effect December 1, 2009. There is some movement to salvage some functions in the general assembly of the WEU to provide oversight of EU military affairs by a parliamentary assembly

At nearly the same time some fringe militia members in Michigan who had become aware of the theory were linked to it because of accusations that they planned illegal attacks upon the government which they felt might become part of a new world order. They identified Javier Solana as a possible AC figure. This helped disparage the theory in general as no one likes to be linked to extremists and possible violence.

Events of the last year have proven Javier Solana is far from retired. Nevertheless under current hypothesis he would need to become the leader of the ten nations of the WEU again before its dissolution in July 2011. It would take an apparent crisis to bring such an unexpected political event to pass.

Hence we watch to see if Javier Solana might again be brought back to power over the WEU prior to its dissolution in July 2011.

If nothing happens then we might be similar to those of 1980 who thought that the ten nations of the common market might represent the ten nations of the Prophecy theory back in their day.

Should the theory fail because events simply prove it to be incorrect we should know within 7 months. Those who may disparage the theory before or even after wards will be incorrect to do so. The WEU for a time period in the history of the world was central to the developing defense and military structures of the Western powers. This slide is a NATO slide from a NATO website a number of years back and it shows that at least for awhile military analysts saw the WEU as central to the powers of the west. During its more than 60 years of existence it has remained mostly hidden to the casual observer of current events. Nevertheless for a time it will have been at the very center of world politics.

For a time for those who were willing to take time to look it will have been at the very center of end time Biblical suppositions about the end of the age. We are watching now with less than a year to see if there is any future for it according to world politics and Biblical prophecy. Will it turn out that the WEU  has existed with its primary purpose to provide the power base for the rise of a leader who will use it as a springboard to control the EU and then extend his power worldwide?

I do not know. I have presented this summary   to provide a review so that the theory may be rejected if the WEU is dissolved in July. It will also provide a summary for thought should the WEU not be dissolved.

 

Addendum added August 2011,

I  am now willing to consider that despite the now apparent dissolution of the WEU the fact that the WEU transferred its powers to the EU prior to its dissolution may be enough to fulfill prophecy. It is also true that this makes me and others appear to be among those who will do anything to keep a theory alive.  Possible but I will now steal myself to be sure that I cease commentary if there is no stopping of sacrifice by Dec 31,2013. If there remains a way forward by then I would hope God has someone wiser than me to comment.

  1. Adamantine….thanks for bringing this up. This is an incredible presentation.

    I must say however, that I do not agree with your analysis on this whole WEU situation, as I believe that the very things that you have presented represent what Scripture has foretold; but yet you have placed things into your own perspective, that may not necessarily support what has been written.

    Let me respectfully explain…….

    You have written:

    Let’s read what Scripture has to say about this.

    Daniel 7:24 states this:

    “As for the ten horns, out of this kingdom ten kings will arise; and another will arise after them, and he will be different from the previous ones and will subdue three kings.”

    Now reading this in conjunction with Revelation 13:5 which states:

    “And there was given unto him a mouth speaking great things and blasphemies; and power was given unto him to continue forty and two months.”

    Now, let me explain what I have written……

    There is no requirement for the coming Antichrist to “REGAIN” power over the 10 Nation WEU – if indeed this theory proves correct; in that the only requirement in Daniel 7:24 is that he “rise AFTER” the 10 have come into existence. This fulfillment has already happened. All he now needs is power to have control over whatever situation deems necessary to take control of the World. This could be another “appointed” Position, or created Position if you will – that is either sponsored by the WEU, or the WEU is called to action in some manner and is required to give it’s authority to this man – and it may very well deal with a Position created to have some sort of Military Authority. This would fulfill Revelation 13:5.

    Now we must look at Revelation 13:5 – as it relates to the ENP(I) WEU theory…. which plainly states that he will be given “power to continue” or “authority to act” and that for only 42 months. Now, this is yet another example why I believe that the ENP(I) theory is spot on. And that is because Daniel 9:27 clearly states that the coming Antichrist will “confirm” a Covenant with Many for 7 years – not that he will be in “Power” for 7 years, as many believe. Now the question then becomes, well if he is responsible for “confirming” a Covenant with Many for 7 years……then why does Scripture mention that he is only given power to continue for 42 months?

    Well, we need to look no further than 2 Thessalonians 2:6-8, which states:

    “6) And now you know what is restraining, that he may be revealed in his own time. 7) For the mystery of lawlessness is already at work; only He who now restrains will do so until He is taken out of the way. 8 ) And then the lawless one will be revealed, whom the Lord will consume with the breath of His mouth and destroy with the brightness of His coming.”

    This tells me that he “must remain hidden” as some translations of Scripture has it. Working in conjunction with Revelation 17:12-13; which states:

    12 “The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. 13 These are of one mind, and they will give their power and authority to the beast.”

    This explains it all if the timing of the ENP(I) theory is correct. You see we have an Revived Roman Empire that arose. Out of it came 10 permanent nations that is it’s military wing. After this 10 nation confederacy was established, a man rose to power – and that by the authority of Article 666 which gave him his Position and Authority. He subsequently stepped down after the Lisbon Treaty came into effect, in order that Scripture might be fulfilled; in that he “must remain hidden” until that proper time. In the mean time, he had already been responsible for “confirming” a 7 year Covenant with Many – which also fulfills Scripture, and may have been a “sign” to point out who the coming Antichrist will be. Now, if at some point during this 7 year time frame (and it does NOT have to be right at the middle); he is given “power to continue” or “authority to act” – which I believe that he will, given the current World’s Economic status…….

    Then we have a match!

    I would think the requirement that the little horn uproot three horns following by the other seven giving over power would somehow require that the ten come under the little horns control.
    It is possible as some believe that three were uprooted earlier but of that I am very unsure and actually do not think that has occurred.

Adamantine, your article begs the question ” why was Mr. Herb Peters, apparently, the first person to bring the Western European Union (WEU) to the forefront, as regards Bible prophecy watchers.” It seems it should have been watched (instead of the EU Comon Market, etc.), from day 1 in 1948 when it was formed as the Brussels Treaty Powers (five members at the time). It sure seems like some watchmen were asleep at the wheel, as it were. Fwiw.

  9. I personally believe that many people are waiting and searching for things that have already happened. I also believe that people are looking for things to be fulfilled in a certain way only. Let us say for example the belief that the image of Rev.13 is a talking statue of some sort that is made by people but has the breath of life breathed into it by the beast and this thing starts talking.That belief creates a GIGANTIC theological problem. First of all only GOD has the power over LIFE. Satan does not have that power or authority. Satan gives the beast power and great authority but the power of LIFE and RESSURECTION belongs only to the LORD! Secondly, if someone were to believe that some kind of statue comes to life and starts talking they AUTOMATICALLY sound like some kind of NUT for believing that NON SENSE . The image of Rev.13 is the entire E.U. I fully expect the W.E.U. to disappear and when it does it will change NOTHING. The existence or nonexistence of the 10 full member alliance known as the W.E.U. is neiher here nor there. Nevertheless people that have built in THEIR MINDS a prophetical model based on that understanding will have been dealt a blow that will probably cause DOUBT and UNCERTAINTY pertaining to their understanding of REALITY. So when the W.E.U. goes by by and that same person believed in the talking statue idea what would we have? Has this person eaten of the MANNA of HEAVEN or FRUITCAKE? I say FRUITCAKE. Send up a flare when PINOCCHIO shows up. People are looking for things that they will NEVER SEE or that have ALREADY HAPPENED. MANNA from HEAVEN or FRUITCAKE, choose. The little horn plucks up 3 of the 10 by the roots but there are ten toes on the image that gets struck by the ROCK. So what’s up with that? Some of you can ask PINOCCHIO when he shows up or is it HUMPTY DUMPTY magically put together again alive and well? So what’s it gonna be? MANNA or FRUITCAKE choose.

  10. by by should be read as bye bye. Hey ,what can I say? I put my socks on one at a time like everyone else. Once the beast with two horns was identified everything else fell right into place. One must consider the fact that the beast with seven heads ten horns and ten crowns, the beast with two horns and the image all exist SIMULTANEOUSLY after a certain point. Once the beast with two horns exists it is an intellectual give in that the beast with seven heads ten horns and ten crowns exists also. examine the history of the so called 20th century. Notice the causal relationship between the BEAST with TWO HORNS and the people concerning the creation of the E.U. The breath(pneuma) of the IMAGE of REV.13 is the voice of the image which is the BODY POLITIC namely the PARLIAMENT of the E.U. and or a sole representative thereof. What’s it gonna be MANNA or FRUITCAKE? All their babbling B.S. is coming from the TOWER OF BABEL which is the seat of the E.U. Parliament. I give you the E.U. or PINOCCHIO/HUMPTY DUMPTY. So what’s it gonna be MANNA or FRUITCAKE? Choose to believe whatever you want. I hold that truth to be self evident. Your adversary is wiser than Daniel. Are you wiser than Daniel?

    You have brought up some interesting points – however, have you considered that NOT all of us who are watching this theory are absolutely sold on the idea that the Two Beasts mentioned in Revelation 13 are indeed two men?

    There are some of us who believe that the 1st Beast mentioned in Revelation 13 is speaking of the EU Empire – and there are those of us who believe that the 2nd Beast mentioned is the lone man who Satan will give his power to, and run this same Empire.

    So before you ask if anyone wants “MANNA or FRUITCAKE” – how about see what’s truly on the menu first?

    Better yet…why don’t you check with Pinocchio and Humpty Dumpty, before you start asking real men and women of God – and see if they’ve been served with either.

The spectrum of beliefs is limitless. Some of the things people believe are ridiculous Thank the Lord we are saved by grace through faith and not of works. O.K. Mr. Baldy ?     But, William L. Irwin, you were the blessedth soul who came forth and “bad mouthed” those of us who are being obedient, by WATCHING what appears to be leads into the final days. And it appears as if you don’t share those same ideas – which is your right to do. Then because you don’t share these same ideas – which by the way absolutely no one has dogmatically said that it is right – but you further have the gall to ask if we are wiser than Daniel.

    I find your question concerning Daniel very ironic, as far as wisdom is concerned – in that you, in your own thinking identify with fictional characters such as Pinocchio and Humpty Dumpty; who neither have a brain, or the ability to speak for themselves.

    Perhaps you got your direction from one, or even both of them, as you were sitting in your “quiet room” banging your head against the wall, in an attempt to calm down. “Happy thoughts” only come realistically from the word of God, Mr. William L. Irwin – not identifying with fictional characters.

As far as PINNOCHIO and HUMPTY DUMPTY are concerned anyone waiting for a statue to come to life and start talking is a CHILD and may just as well be waiting for PINOCCHIO or HUMPTY DUMPTY as far as I’m concerned.   22. I applaud your presentation. Good data on the EU and WEU. It seems your “prophetic view” is that the AC will come out of the EU (or WEU) if I read correctly?

    There are many dilligent students of prophecy that hold this view. However, please read CLOSELY Daniel chapters 10-11 in lieu of Alexander’s (the Great’s) Kingdom, then his 4 generals, then the wrestling between the two kingdoms … eg. King of the North (eg. Selucid Kingdom) and the “King of the South” (eg. Ptoloemy Kingdom (aka Egypt). Its not easy reading (these 2 chapters) but if you read them through you should see that AC ACTUALLy arises out of the Middle East (not Europe). In fact, he arises from the Selucid Kingdom (eg. “King of the North”). NOTE:

    Some have erroneously ID’d this “King of the North” with Russia. That is a misinterpration and conjecture. History shows us Daniel’s prophecies “fit” the Selecid and Ptolamey wars and struggles thoughout the ages just before Christ came (and the Roman empire appeared). Prophecy also shows us there are “gaps” in prophecy and there will be gaps that omit much history leading right up to the age of the time of the end, the AC will arise from the (same) “King of the North” area (Eg. Selecid area). The Selecid area was NW Iraq, Southern Turkey, Syria, parts of Jordan, NW Iran and even far eastern Israel.
    Bible prophecy also shows that the AC starts out w/ a “small people” and grows larger and more and more powerful over time. AND he has the ability to forge peace (w/ Israel) and then to use it to force others in the area to “get on board”, eventually pushing a “false peace” movement across the entire world.

    It is quite possible that the AC arises out of the Palestinian Authority, though I am NOT saying this definitively, but only as one possiblilty. They are “small”. They are aligned w/ EU (And WEU… eg. 10 nations). And their leaders are extremely “crafty” in their use of rhetoric and world opinion to demonize Israel and to “spin” perceptions their way. They also receive unending financial and military support from the EU and US (check how the CIA has been helping them). The PA also stands between the Muslim / Arab world AND Israel, so they can act as a “security barrier” if a peace treaty is agreed. They also CONTROL the Temple Mount and could allow Israel to build her temple ALONGSIDE the mosques that are there (what an “ecumenical” statement THAT would be). The PA have also been forging “unity agreements” with Palestinian Hamas, which is Israel’s arch enemy. But Hamas is based in Syria these days and THEY could overthrow Syria and other countries if they wanted to, changing the entire landscape of the ME in favor of a “counterfeit peace movement” (aimed ultimately to snuff out Israel).

    Bottom Line : The AC does NOT arise out of EU, but out of the ME. The European nations WILL “support” the AC as the Bible seems to indicate and we are seeing some of this even now in the unholy alliance of the EU w/ the PA. What I don’t see (personally) just yet, is a CLEAR body of TEN NATIONS. As I read scripture, I don’t see those TEN being “obscure” to the world’s attention in any way. But rather, they appear to be recognized as a LEADING EMPIRE of 10 nations, leading the world with utopian solutions for the world’s many problems (at the end of time). They also appear to be socialistic in many ways, as does the AC. As of Oct 2011, there are major shifts about to occur in Europe, economically, politically and maybe even militarily. Only time will tell if a 10 nation confederacy comes out of these changes … :o)

I don’t know for sure straight talk- while an ME king of the North does match with that particular part of the text – I really have a hard time harmonizing that with the remainder of Daniel’s prophecies like nebuchadnezzars statue in his dream, and the four beasts. Both of these strongly suggest that Rome is the kingdom that comes after the fall of Alexander and his four subsequent kingdoms. Both of those prophecies harmonize better with the revived Roman empire and an AC that comes out of that kingdom – with the EU being identified even by non-believers as a revived Rome.

    Taking my prophecy hat off and putting on my poli sci hat – I really don’t see how it would be practically possible for a great (in human terms) world leader to come out of the PA.

    Thanks for your interest in my comment.
    You make good points about Neb’s statue, AND the prophecies of the 4 beasts. But what I think you may have missed in my comments (and perhaps I poorly communicated) is that a M.E. AntiChrist (AC) does not (at all) nullify the possibility of the 10 horns coming completely out of EU (or WEU). All 10 could certainly come from there and stay together as an empire AFTER “giving their power over” to the AC. Its also possible that “some” current WEU/EU members may “drop out” of the alliance before the final 10 are revealed. Note how when the AC arises and gains power (over the 10).. he is said to “uproot” 3 of the 10. I’ve seen various speculation about what this means, but one thing is for sure, is that what the 10 “were” before he arises will not be the same “after” he does. IE… there WILL be some sort of “change” in the 10 after he takes them over. Also note that the ancient Roman Empire was NOT (strictly) based in what we know today as “West Europe”. It certainly included that area, but ALSO include portions of the M.E. area… (eg. Eastern and Western Roman Empire covered the M.E. (eg. “East”) and Europe (eg. “West”).

  27. Puzzled – whatever you read here keep checking it with your scriptures. If the claim doesn’t match with what the scripture say, throw it away. If the reasoning is to convoluted to follow – it’s probably hiding something and isn’t true either. The truths of scripture are pretty plain. The things that are yet to come – we really don’t know. We speculate, and we guess at what may already be fulfilled prophecy, but if the next steps don’t happen that would make an interpretation true, then it must have been wrong so throw that idea away.

    I tend toward what I believe is the majority view here, a pre-wrath rapture, the possibility that the ENP is the covenant of Daniel 9:27, the possibility that the WEU are the ten horns, the possibility that son of perdition the one who was, and was not and yet was is the former high representative. Right now we are watching in case it is – we could be totally wrong. So far I haven’t seen any other theory even come close to hitting squarely with details that match exactly to what scripture has said as this one. It could all fall apart tomorrow as some other major world event starts off a 7 year covenant with many, and so on…

  28. i read the first article and then all of the rebuttals,it didn’t help much concerning that which is yet to happen.the way i see it is: right now we are in the time of the gentiles,this time being the gap between the 69th and the 70th week of the 70 week determination placed on israel spoken by daniel.when the time of the gentiles is fulfilled then the seven year tribulation will begin this tribulation period is a judgement for the nation of israel and them alone. i do not find any flaw in what the scriptures say, i think the flaw is in us.,or perhaps in just me ! from my meager way of looking at things,i perceive that the Catholic church will empower the antichrist. i am not picking on this church,but this church has a secret society called the ” knights of columbus “;this group is a very powerful organization. but then perhaps i am completely wrong. by the way,christian,jews and free masons are on their hit list !

    5 will insult god holy place (build mosque in temple Jerusalem)- rev 13:6

    – angel clearly stated that 10 horns ( rev 17, dan 7) are 10 kings not kingdoms. they are:
    1. muhamad
    2 Abu bakr
    3 umar
    4 utman
    5 ali
    6 hasan
    7 husein
    8 khalid ibn al walid
    9 Abu ubaidah
    10 jafar bin abi talib
    >> 10 horns purpose to give power and authority to the beast (rev 17:13). those 10 committing jihad wars to spread islam since islam still small (no power and authority). they will rule for one hour that’s 41 years (one prophetic day equal to 1000 years) started 620 (islam perfected when mohamed ascend to heaven-isra mijrad and receive allah order to pray 5 times/day) until 661 when ali,hasan,husein subdue to muawiyah (founder of umayah caliphate)

    after mohamed died he replaced by 4 caliphs, abu bakr, umar both father in law, utman, ali both son in law of mohamed so all blood related to mohamed. problem arise when utman replaced by ali, muawiyah who’s blood related to utman but not to ali protest said no need blood related to mohamed to rule islam anyone can as long as justified and starting rebellion (first fitna – islam internal conflict) this is the origin of sunni vs shia conflict. in 660 AD muawiyah gain control most of islamic caliphate territory and jan 661 ali died months later ali sons hasan (5th caliph) and husain(2nd imam of shiah) surrender to muawiyah new caliphate sytem (non blood/sunni) last for 1260 years from 660 (muawiyah gain control of IC) until 1920 (first meeting of league of nation, fall of ottoman)

    7 heads are kings/kingdom, 5 fallen, one is, the other not come but when he does come he must remain for a little while (rev 17:10), the 8th would represent the beast belong to 7.

    1 egypt
    2 asiria
    3 babylon
    4 persia
    5 greece

    6 rome -one is

    7 islamic caliphate – blood related leadership – for little while 620-661 AD
    8 islamic caliphate – non blood related/sunni – is represent the beast belong to 7

    Sunni represent 90% of Islamic population
