Note that on page one Javier Solana is attending the conference on Strengthening the ties of the EU and NATO. In the second page one will find the EU/ US inter-parliamentary conference and another on cooperation in a time of crisis.

This suggests that in a time of crisis the EU/NATO/and US will all “cooperate”.
Should anyone come up against the combined might of these three people might say who can make war with them. If the powers of cooperation were given over to the leader of the EU for a time then they would be saying “who can make war with the Beast?

  1. I just read about this agreement, am sure I must have heard of it before but anyway, will post on discussion board when approved.

    The “Berlin-Plus” arrangements
    As part of the framework for cooperation adopted on 17 March 2003, the so-called “Berlin-Plus” arrangements provide the basis for NATO-EU cooperation in crisis management by allowing the European Union to have access to NATO’s collective assets and capabilities for EU-led operations, including command arrangements and assistance in operational planning. In effect, they allow the Alliance to support EU-led operations in which NATO as a whole is not engaged.

    The Berlin Plus agreement is the short title of a comprehensive package of agreements made between NATO and the EU on 16 December 2002.[1] These agreements were based on conclusions of NATO’s 1999 Washington summit, sometimes referred to as the CJTF mechanism,[2] and allowed the EU to draw on some of NATO’s military assets in its own peacekeeping operations.

    This comprehensive framework for NATO-EU relations was concluded on March 17, 2003 by the exchange of letters by High Representative Javier Solana and the then-Secretary General of NATO Lord Robertson.
